UK Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a latest poll of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in Rainham and a community venue in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will additionally be sold under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of councils will need to raise council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils this week also found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the last year, the study revealed.
